Debra J. Twomey is an extraordinary entrepreneur and executive in the consulting services field with extensive professional experience in the law enforcement industry. For over 15 years, Debra has served as a crime scene specialist, where her investigations were instrumental in the conviction of several capital murder cases.

Utilizing her extensive experience and expertise in the field as well as her remarkable business acumen, Debra is a Police Grant Writer and the CEO of Blue Valor Grants LLC, which is a company that specializes in the provision of grant research and writing services for small police agencies. In her position as CEO of the company, Debra is responsible for managing all major aspects of the business as well as overseeing the daily operations. She also offers services as a Forensic Trainer on a contract basis.

Over the course of her career, Debra instructed several courses involving criminal investigations at Northern VA Community College for a period of eight years. For three years, Debra investigated and worked to protect children who could not protect themselves from physical or sexual abuse. After 25 years of service as a police officer and detective, Debra retired to become a federal contractor for 10 years before relocating to a rural area and commencing work with Blue Valor Grants, LLC.

Debra’s notable accomplishments include her work with a Virginia Senator during the 2013 General Assembly, the purpose of which was to change VA law that currently allows physicians to reapply for their suspended medical license after being found guilty of sexual misconduct with a patient. Debra states, “In the past the license could be suspended up to 3 years. The new law will require a mandatory revocation of 5 years.”

On top of the considerable amount of knowledge she has gathered through her years of professional experience, Debra is an extensively educated individual who earned a Bachelor of Science degree from the prestigious George Mason University. Evidencing her outstanding reputation in the professional community, Debra is a member of the National Association of Professional Women.
